OTR Mobile is an MVNO that offers data-only plans on AT&T's native network.
They offer unlimited plans with no throttling or network management, and seem to be a popular option among RVers.
Their monthly rate is $60, and they used to offer an annual plan that discounted the monthly rate down to $55/month ($660/year).
As of January, 2020, OTR Mobile is no longer offering the annual plan option.
When contacted, they reported that the annual plan option has not been very popular, so they discontinued it. However, they also stated that they hope to offer this plan again in the future, although they currently have no time line for when that may happen.
Current customers who are already on an annual plan should not be affected.
